Terms of Service

1. Acceptance of Terms

By accessing or using the Monopigi API, website, documentation, or any related services (collectively, the "Service"), you agree to be bound by these Terms of Service ("Terms"). If you are using the Service on behalf of an organization, you represent and warrant that you have the authority to bind that organization to these Terms.

If you do not agree to these Terms, you must not access or use the Service.

2. Description of Service

Monopigi provides a unified REST API that aggregates, normalizes, and serves data from Greek government open data portals, including but not limited to data.gov.gr, Diavgeia, and Mitos. The Service provides programmatic access to this data through authenticated API endpoints.

Monopigi is not affiliated with or endorsed by the Hellenic Republic or any Greek government agency. We are an independent service that processes publicly available government data.

3. Account Registration and API Keys

To use the Service, you must register for an account and obtain an API key. You agree to:

  • Provide accurate and complete registration information.
  • Keep your API key confidential and not share it with third parties.
  • Accept responsibility for all activity that occurs under your API key.
  • Notify us immediately at info@monopigi.com if you suspect unauthorized use of your key.

Each user account is issued one API key. API keys are bearer tokens and must be included in the Authorization header of each request. We reserve the right to revoke any API key at our discretion, with or without notice, if we believe these Terms have been violated.

4. Acceptable Use Policy

You agree not to:

  • Use the Service for any unlawful purpose or in violation of any applicable laws or regulations.
  • Attempt to circumvent rate limits, authentication mechanisms, or other technical restrictions.
  • Resell, redistribute, or sublicense raw API access without prior written consent from Monopigi.
  • Use the Service to build a competing product that replicates the core functionality of Monopigi.
  • Introduce malicious code, conduct denial-of-service attacks, or attempt to compromise the security or integrity of the Service.
  • Misrepresent data obtained through the Service as official government communications.
  • Use automated means to scrape or bulk-download data beyond your plan's rate limits.

5. Rate Limits and Usage Tiers

The Service is offered under the following usage tiers:

  • Free: 10 API queries per day. No credit card required.
  • Pro: 10,000 API queries per day at €299 per month.
  • Enterprise: Custom query limits and pricing under a separate agreement.

Exceeding your tier's rate limit will result in HTTP 429 responses. Persistent or intentional abuse of rate limits may result in temporary or permanent suspension of your API key.

6. Payment Terms

Paid plans are billed monthly in advance via Stripe. By subscribing to a paid plan, you authorize Monopigi to charge your payment method on a recurring basis until you cancel.

  • All prices are in Euros (€) and exclusive of applicable taxes (e.g., VAT).
  • You may cancel your subscription at any time. Cancellation takes effect at the end of the current billing period. No partial refunds are provided.
  • We reserve the right to change pricing with 30 days' prior notice. Continued use after a price change constitutes acceptance of the new pricing.
  • Failed payments may result in suspension of access until the outstanding balance is resolved.

7. Data Accuracy and Disclaimer

Monopigi aggregates data from Greek government open data portals and serves it on an "as-is" and "as-available" basis. We do not modify the substantive content of government data beyond normalization (e.g., format conversion, schema standardization).

We make no warranties or representations regarding the accuracy, completeness, timeliness, or reliability of the data served through the API. Data may be delayed, incomplete, or contain errors originating from the upstream government sources. You are responsible for independently verifying any data before relying on it for legal, financial, or other consequential decisions.

8. Intellectual Property

The underlying government data accessed through the Service is public data published by Greek government entities and is subject to the applicable open data licenses of those sources.

The Monopigi API, website, documentation, branding, software, and proprietary data structures are the intellectual property of Monopigi. You may not copy, modify, or create derivative works of our proprietary materials without prior written consent.

You retain ownership of any applications, analyses, or products you build using data obtained through the Service, subject to these Terms and the applicable upstream data licenses.

9. Limitation of Liability

To the maximum extent permitted by applicable law, Monopigi and its officers, directors, employees, and agents shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of profits, data, business opportunities, or goodwill, arising out of or in connection with your use of the Service.

Our total aggregate liability for any claims arising from or related to the Service shall not exceed the total fees paid by you to Monopigi in the twelve (12) months preceding the event giving rise to the claim.

These limitations apply regardless of the legal theory on which the claim is based, including contract, tort, negligence, strict liability, or any other basis.

10. Indemnification

You agree to indemnify, defend, and hold harmless Monopigi from and against any claims, damages, losses, liabilities, costs, and expenses (including reasonable legal fees) arising from your use of the Service, your violation of these Terms, or your violation of any rights of a third party.

11. Termination

Either party may terminate this agreement at any time. You may terminate by ceasing to use the Service and canceling your subscription (if applicable).

We may suspend or terminate your access to the Service immediately, without prior notice, if we reasonably believe that you have violated these Terms, engaged in fraudulent or illegal activity, or if required to do so by law.

Upon termination, your API key will be revoked and you must cease all use of the Service. Sections 7 through 10 and 13 shall survive termination.

12. Changes to Terms

We may update these Terms from time to time. When we make material changes, we will update the "Last updated" date at the top of this page and, where practicable, notify you via email or through the Service.

Your continued use of the Service after changes take effect constitutes acceptance of the revised Terms. If you do not agree with the updated Terms, you must stop using the Service.

13. Governing Law and Jurisdiction

These Terms shall be governed by and construed in accordance with the laws of the the Netherlands, without regard to its conflict of laws provisions.

Any dispute arising out of or in connection with these Terms shall be submitted to the exclusive jurisdiction of the courts of Amsterdam, the Netherlands.

14. Miscellaneous

  • Severability: If any provision of these Terms is found to be unenforceable, the remaining provisions shall continue in full force and effect.
  • Waiver: Failure to enforce any provision of these Terms does not constitute a waiver of that provision.
  • Entire Agreement: These Terms, together with our Privacy Policy, constitute the entire agreement between you and Monopigi regarding the Service.
  • Assignment: You may not assign your rights or obligations under these Terms without our prior written consent. We may assign our rights and obligations without restriction.
